The role of exotic animal genetic resources (AnGR) has been looked at from a strategic viewpoint and in situations where it helps to add value to the indigenous AnGR. None of the countries in the Southern African Development Community (SADC) region have adequate policy and legislation to protect biological resources, with special reference to indigenous AnGR. In order to deal with the shortcomings in policy and legislation, the OAU developed a model to assist African countries to develop their own policy and legislation. The general policy approach of SADC intellectual property rights should be a combination of a sui generis system with a patent pattern where appropriate.
The objective of the OAU \"Guidelines on Policy and Legislation on Community, Farmers’ and Breeders’ Rights\" will assist SADC countries to produce national IPR policy and legislation based on sui generis system, in compliance with the TRIPS Agreement, the CBD and related instruments.
